There are two keys listed as “Cage Key”. One opens the Karthspire Camp cage, is carried by Addvar and cannot be dropped. The second key is said to open the door to the Riften canals area but cannot be obtained. In the Special edition, you can pickpocket it from Addvar in the Solitude market.
